Streamline Management Solutions brings more than 30 years of planning leadership on some of the industry's most demanding projects, helping owners, developers, builders, and counsel protect schedules, manage risk, and resolve disputes with confidence.
At Streamline Management Solutions, we approach scheduling as a decision-making tool, not a reporting exercise. Schedules should be tools, not paperwork.
Our perspective is execution-driven and grounded in practical experience. We focus on the aspects of planning and scheduling that most consistently influence outcomes:
Streamline Management Solutions is a construction planning and CPM scheduling consultancy focused on helping project teams bring clarity, discipline, and confidence to project delivery.
We start by understanding what matters most to our clients — their priorities, constraints, and decision drivers — and keep those in focus throughout the project lifecycle. Our role is often to cut through complexity, clarify what truly matters to project success, and help leadership respond with purpose rather than reaction.
We place a strong value on fairness, professional integrity, and sound judgment — providing advice that is clear, balanced, and grounded in facts, even when that advice is not always easy.
Our mission is simple: turn complexity into clarity to drive successful project outcomes — guided by our founding principle, Complicated Made Simple.
More often, challenges compound across planning, sequencing, procurement, approvals, and execution — reducing visibility, increasing risk, and putting project deliverables under pressure.
We help project teams identify, untangle, and address these issues early, set clear priorities, and restore clarity before they become disruptive or difficult to recover.
Strategic, end-to-end planning that aligns scope, priorities, logistics, regulatory requirements, and risk into an executable delivery strategy — defining what success looks like before construction starts.
Primavera P6 baseline schedules built around constructability and active control of critical paths — schedules that remain credible and reliable as projects evolve.
Practical scheduling standards for project teams, owner programs, and contractor organizations — establishing what good scheduling looks like, and how to implement it.
Independent senior-level peer reviews of schedules, logistics plans, and delivery strategies — objective second opinions that identify risk and enable confident decisions.
Proactive identification of schedule risks and emerging delay issues — preventing disputes through disciplined scheduling and early intervention, before problems escalate to claims.
Independent schedule delay analysis for disputes, mediation, arbitration, and litigation — proven forensic methodologies producing defensible, fact-based analysis that stands up to scrutiny.

Leonard Kogan brings more than 30 years of experience in construction planning, CPM scheduling, and project controls.
He has led planning and scheduling functions for major construction management organizations and advised teams delivering some of the industry's most complex projects — including landmark high-rise developments, nationally significant cultural institutions, healthcare and life science facilities, transportation infrastructure, affordable housing, and major public programs.
His experience spans the full project lifecycle, from early planning and preconstruction through execution and closeout. When projects encounter significant delay or dispute, Leonard is retained to perform forensic schedule analysis, evaluate delay and responsibility, and support claims and expert testimony.
With a background in structural engineering and an MBA in financial and strategic management, Leonard approaches scheduling not simply as a technical exercise, but as a management and decision-making tool — connecting schedule, risk, cost, constructability, and project strategy.
He founded Streamline Management Solutions to bring that experience directly to owners, developers, contractors, and counsel — providing senior-level insight, practical solutions, and independent analysis when the schedule matters most.
